Seat counts	Only Change License Seats changes a seat count. This tool refuses a subscription change that carries a quantity, so a change always goes through the subscription lock
Customer	On a ticket, a subscription or agreement call goes out only for the ticket company’s Microsoft tenant
Calls	Neo sends only the operations in Dicker Data’s API reference. Every other call is refused
Credentials	Neo signs every call itself. The calls that exchange or check a credential (the access key and token exchanges, portal user sign-ins) and the retail product-key service are refused
