Send a technician's Live chat in Teams & Slack thread reply to the end user (relays only)

Platform key only. The reply goes to the end user’s chat as the technician the speaker is mapped to (Teams AAD object id, or Slack user and confirmed email; never a display name), turns manual mode on, and adds an internal note to the ticket. status: SENT, NOT_INBOX_THREAD, DUPLICATE (the same message_id again), EMPTY, UNMAPPED_TECHNICIAN, NO_CONVERSATION, CANNOT_SEND or NOT_DELIVERED. notice, when set, is one line the relay posts in the thread. 403 for any other caller.
