Records that the signed-in end user asked for a new ticket, for one hour, and has the bot ask in their chat what the ticket is about, in the language of `locale` (English when it has no translation). On the user's next message the agent is told they asked for a new ticket, and the message is not recorded on a ticket the conversation was already on. Not called with a Neo API key: the `Authorization: Bearer` token is the Teams tab SSO token. Returns 401 for an invalid token, 404 `channel_not_found` when the channel's app is not installed in that tenant or has the tab switched off, and 429 past 30 requests a minute per user.
